There is at least one like that, but given that the stuff is supposed to be the gear you had on you when you were brought in it makes more sense that you get them at the start.

I like the idea they're lying around Goodsprings, like dropped when Victor dragged you in. My suggestion for this is to either leave the stuff you don't want in Mitchells house I don't think any of the containers there reset so you can even get them back later or sell them because your low Barter score means you have to gather hundreds of tin cans and empty bottles to get any money in the start otherwise.
