The type of soul is the only thing you did not mention, souls from higher level creatures will produce better enchants but not by much really. More powerful creatures have more powerful souls. These lists only include creatures with fixed soul strengths. NPC souls, as listed above, can only be trapped in black soul gems. NPCs standing for non-player characters is a generic term for all the other humanoids of various races that are encountered while playing Oblivion.

This repeats forever, so it's very likely that Bernice isn't actually sick but instead just believes that she has an illness, which would make sense since she lives in the Shivering Isles. Many characters in Oblivion are somewhat paranoid about one thing or another; however, none are more severe than Glarthir.
Glarthir is a Wood Elf living in Skingrad who believes that multiple people are involved in a conspiracy that all connects back to him. Glarthir has no substantial evidence of this conspiracy, however, so he enlists your help to follow and track what multiple other characters are doing. Even the town guards realize that Glarthir is strange, so this character grabs everybody's attention with his uniqueness. Another strange Argonian found in the Shivering Isles is named Runs-In-Circles, and she has this name for a good reason.
Runs-In-Circles may approach you and ask for food or other items; if you say no, then she'll either ask you what you said or start running around a rock screaming "Ni-ni-ni-ni" over and over again. It's unclear why Runs-In-Circles does this, but it probably has to do with her living in the Shivering Isles.
If you've completed the Arena questline in Oblivion and have become the Grand Champion, then you'll most likely remember the Adoring Fan. The Adoring Fan is a companion that follows your achievements in the Arena and follows you around after you reach the Grand Champion rank if you allow him to. The Adoring Fan acts incredibly strange, and many players are uncomfortable around him. However, he never tries to hurt you, and he's overall nice; it's simply that he's very dedicated to you, perhaps a bit too dedicated.
